     I think when using a voting system, when there is a close vote it would be good to have a runoff vote. I think people often have second thoughts in such situations based on a desire for balance between personal preferences and group preferences. Marc.

     ok... some suggestions for furthar India reading: Shantarama: Gregory Roberts... the best book on India and one of the best advenure stores ever told. Freedom at Midnight Lapierre & Collins... White-water rafting version of Indias Freedom Struggle. Incredible descriptions of the key players. this is a grand fun read with lots of historical information (some of it questionable) Area of Darkness VS Naipaul. A black view of India. but with all his usual intelligence. India: A wounded civilization: VS Naipaul. more blackness and less interesting than above but more coherent. Discovery of India: Nehru. simplistic historical view point (it was written for his daughter Indira Gandhi from prison). but a good starting point on indian history. books to avoid: anything and everything by Salmon Rushdie
